Bolt so far has met Basil and Mr. Rabbit when he attempted to climb Tree of Life. Now Bolt continues his search for his family. But being a Disney character born without the ability to communicate with humans, what will he do?

Arthur will be more than happy to help. He has the ability to speak to animals (since he was transformed into some, and plot wise, Merlin cast the spell on him early on), so there's an advantage right there.

A lot of other animal characters just talk to humans (including Gadget) without worrying about that part of the continuity. It is your choice if you want Bolt to talk to humans or not.

I made it that he doesn't speak so to be faithful to the movie! =) I don't remember, but Gadget is a char Disney made that can communicate with humans right?

Answering for Gadget:
She and other Disney mice can NOT talk to humans, except for special humans like Cinderella, Penny or Cody. I chose to make my 2 mice characters able to talk to humans.
How you do Bolt is totally up to you.
Tinker Bell is being played as unable to communicate with humans but understood by animals. Silvermist and Vidia are doing it differently--humans understand them fine.
When Bolt meets Panchito, remember to treat him as a human. He will not be able to understand Bolt.
