 Five years ago Minerva McGonagall resigned from her position as headmistress and professor intending to live a nice life with what little family she had left until her death which came a good two years later due to a backfiring spell. When Minerva resigned someone else took her place and that was a young lady named Cordelia Sundae. Cordelia was once a brilliant Ravenclaw student and planned on being a professor here after her years but disappeared shortly after her graduation. A year later she appeared on the scene took the headmistress position at Hogwarts and she led Hogwarts the right way, and there was no trouble to hide from at all.
Last year a wonderful idea crossed her mind while she was in Paris with a bunch of muggle friends. Observing things there she noticed that a couple of muggles were showing random sparks of magic ability without even realizing it. It was right under their very noses that they had talent and were totally oblivious to it. Over the summer renovation took on Hogwarts and things like the common rooms went out and dorms came in. And when school started up again things were out of control! Everything was different, that much was obvious and there were more first years then ever alot older than eleven. Everything was a surprise to the returning and new students and when everyone was sorted Cordeila told everyone exactly what was going on. That Hogwarts was accepting muggles because they were starting to show magical abilities.
This is basically a test run on muggles at Hogwarts right now. The Daily Prophet and other wizarding families are outraged. As are many returning wizard studets. Many believing their better than these muggles who have little magic; some don't have any magic at all, not yet anyways.
